The passport application is not that rigid as we are getting rid of the old Babu system. Here they will ask you to produce the Voter ID, ration card, Pan Card and admit card of matriculation. If you are born after 1989 then they don't even need your admit card. But to mark your attained certificate they must need the higher education certificate and that's it. If you don't have them just inform the reason for it and if still they are asking then you can say to remove the educational qualification as it never shows in one's passport.
