1) In Belgium, apart from the central and state government there is a third kind of givernment called the 'community government'.
2) People belonging to one language community(dutch,french and germnan speaking) no matter where they live has the power regarding cultural,educational and language-related issues.
3)Brussels has a separate community government in which both communities(dutch and french) have equal reperesentation.
