water goes in due to process of endosmosis (a type of osmosis)
the concentration of water inside cell is less than concentration of water outside the cell .
so the water goes in due to Osmosis(transfer of water from level if lower concentration to the level of higher concentration through a semi permeable membrane)

WHEN THE CELL IS KEPT IN TAP WATER , THE TAP WATER IS A STRONG (HYPERTONIC) SOLUTION, AND IT HAS A HIGHER WATER CONCENTRATION THAN THE CELL OR THE CELL HAS LESS CONCENTRATION OF WATER HENCE , ENDOSMOSIS TAKES PLACE RESULTING IN THE MOVEMENT OF WATER FROM TAP WATER INSIDE THE CELL.
