The main reason that Himachal Pradesh had better HDI rank than Haryana and Bihar is because Himachal Pradesh spends more money on education than any other thing. They give more priority for education than other else. And they don't think that only boys should study not girls. They give equal rights to boys and girls in education. The parents in Himachal Pradesh are also aware of importance of the education. And the people in Himachal Pradesh take healthy food too. This makes Himachal Pradesh to hold better HDI rank than Haryana and Bihar.
