(a-b)^3 = a^3 -b^3 -3ab(a-b)
thus (1/3x -2/3y)^3
=(1/3)^3 x^3 -(2/3y)^3 -3(2/9xy)(1/3x-2/3y)
1 \div 27( {x}^{3} )  - 8 \div 27 {y}^{3}  - 3(2 \div 9)xy((1 \div 3)x - (2  \div 3)y)
