You can expand it by using the formula:-

(a-b)^3= a^3 -b^3 -3ab(a-b)

By using it your expression becomes

(3x-1)^3= 3x^3–1–3x(3x-1)

3x^3–1–9x^2+3x

On rearranging the terms

3x^3 -9x^2 +3x -1
