We know that,

 {(x + y)}^{2}  =  {x}^{2}  +  {y}^{2}  + 2xy

Therefore,

 {(9 + 2x)}^{2}  =  {(9)}^{2}  +  {(2x)}^{2}  + 2 \times 9 \times 2x

 = 81 + 4 {x}^{2}  + 36x

 = 4 {x}^{2}  + 36x + 81
