In this proverb ,the two highlighted words are "necessity" means something of urge importance and "mother" means starting point.
This proverb indicated that the generation of urge demand of something leads to invention.

When there is a urgent need of something we try to practise hard and founds a way to get the solution.

A very common example of this proverb is we drink water when we feel the necessary of it , in other words when we are extremely thirsty.
