This is a well known quote which describes that if the no. of people are more than the required do a work, they totally spoil the work done by them as every one has different ideas to do the same job. Everyone want that their process must be applied for the work and after the mixture of all ideas, the final product is a waste.
Like if too many cooks decide to make a difference dish, then some may be in a idea to make something spicy, some in the favour of making it sweet, some try to make it hot and chilly and all the cooks add their own flavor. Finally the whole dish is ruined for which it is said that, "too many cooks spoils the broth".
