Beauty is Truth, Truth is Beauty means all that is beautiful signifies the truth. Truth by itself is beautiful.  

EXPLANATION:  

'Beauty is Truth, truth is beauty' is a famous chiasmus by John Keats.

Keats being a Romantic poet asserted that a thing of beauty is a joy forever. He believed that beauty embodies truth. Anything will be beautiful if it is truthful. For example a flower is always beautiful and that is the truth. A person's heart is also beautiful when it is truthful. Truth by itself is an aspect of beauty. Hence all that signifies beauty is the truth and truth by itself is beautiful.  

The concept is much like Shakespeare's chiasmus in Macbeth when the witches proclaim, "Fair is foul, foul is fair".
