Many people think that the king who wears a crown is the happiest of all men. But far from the public eyes, the king's mind is full of suspicion, anxiety, and restlessness.
When the poorest man of his kingdom sleeps soundly, the king often goes without it. Sometimes he fears his enemies; something he suspects some other people. Sometimes he thinks of attacking and ruling other countries. Sometimes he dreams of conquering the whole world.
So the king has no peace of mind. He looks happy but he is always sad at heart. He may be the mightiest lord but he is the poorest man.
So the man who is in power is never in peace. The one who wears the crown has to pay for it.

The above saying is in the Shakespeare's Drama Henry IV .
The above proverb means that those have responsibilities and work , they don't know to live a peace and calm life always lead an uneasy life.
The wealth he has cannot bring happiness and peace in his life.
A king has many responsibilities , he has to think about his people's problem about the poors and needy. If he's really responsible he need not to think about himself even he doesn't get the time to think about himself
