This means that experience(knowledge or mastery of an event or subject gained through involvement or exposure to it) is imperative(necessary,not to be avoided) for mental(mind) maturity(ability to respond in a proper manner). In short, it says that we have to know things to respond properly towards them. Without knowing a procedure,how will you do a work? We have learn the procedure so to do the work properly. Knowing and learning things means gaining experience. Without experience, we can't be successful. Why do shout when some insect falls on you? It's because of the experience that says that the insect can be harmful to us.
