Observation: When we pull down the rubber sheet the balloons inflate. When we release the rubber sheet such that it comes back to its original position, the balloons deflate.

This leads to a reduction in the air pressure inside the band thus air from outside rushes into the balloons. On the other hand, when we release the rubber sheet, the space inside the bell jar decreases, and the air pressure increases. This increased air pushes the air out of balloons resulting in their deflation.
