Therefore, it is better to us eth eterm "optimum pollution" according to the market model of "Supply and Demand", as well as, in line with the envronmental economics " Damage Cost & Abatement Cost curves".

As I understand,clean zero pollution means none of the abiotic & biotic factors including pollutants  should produce any stress on the biota living in there. Temporary tolerance capacity may be different in different biota in the habitat, but if chronic,stress could bring in physiological problems, which have cascading effects.

For e.g.paving roads with coal tar & painting buildings with colours other than white, could lead to increase in temperature,especially in tropical countries, which could drive away some of the delicate biota, especially some of the lower forms of life.

A good initiative has been undertaken by France, I think in Paris where the citizens have tried to cool down temperatures by planting more trees, creepers covering the buildings, making a good green cover over them.

Moreover local administration & the legislators do not take care to imbibe all of these finer points & hence zero pollution- though desirable - may not be achieved, unless a scientific thought is applied therein.
