If both are present in relatively high amounts, then the excess of insulin promotes the glucose conversion into glycogen for storage in liver and muscle cells

Glucose from blood is converted to glycogen with the help of hormone insulin and is stored in liver. The process is called glycogenesis.

Glycogen is converted to glucose by the hormone glucagon.

Glucagon and insulin are secreted by the alpha and beta cells of islets of Langerhans respectively found in pancreas.
