Magnesium ribbon is rubbed with the sandpaper before burning to remove all the impurities which will alter and disturb the reaction with oxygen while burning. Magnesium reacts with oxygen to form magnesium oxide, which does not burn. Sand paper having a rough surface thus facilities in the cleaning of magnesium ribbon.

Answer: it is highly reactive metal
Explanation:
Magnesium is very high reactive metal. When stored, it reacts with oxygen to form a layer of magnesium oxide on its surface. This layer of magnesium oxide is quite stable and prevent future reaction of magnesium with oxygen. The magnesium ribbon is cleaned by sand paper for removing this layer so that the underlying metal can be exposed to air.
