We know very well that meaning of word COSMOS is 'Universe' so the meaning of the statement is 'There is not a single thing in the whole universe/cosmos which is not in motion means that is stationary'.
No,This statement is absolutely wrong.All the planets are revolving around the sun and it said to be in relative motion.Relative motion is the calculation of the motion of an object with regard to some other moving object.And also,all the other things which are independent like asteroids,meteors etc. are always in motion and all the stones,pebbles,creatures,living beings,things on the various planets are said to be in motion due to the relative motion of the planets :)
