Features of federalism are :
1) There are two or more levels of government.
2) Different tiers of government govern the same citizens , but each tier has its own jurisdiction in in specific matters of legislation , taxation and administration.
3)The jurisdiction of the respective tiers of government are specified in the constitution.
4) Courts have the power to interpret the constitution and the power of different level of government.
5)The fundamental provisions of the constitution cannot be unilaterally changed by one level of government. Such changes require theconsent of both levels of government.

2 The sub units are not subordinate to central government.
3 The state govt has its own powers and is not answerable to the central govt.
4 Neither the parliament nor the state legislatures can make any changes in the constitution. Any changes to it has first to be passed by 2/3 of majority. Then it has to be rectified by the legislature of atleast half of the total states.
5 The constitution should not give any language of the national language keeping in mind the presence of both the people in minority and majority.
