In 1921, Russia's economy was very bad due to the effects of war communism. V.I. Lenin who was the leader of Russia was concerned with the unfortunate state of the economy. His response to that was the New Economc Policy or simply NEP. It was designed to bring capital into the state and help improve the economy greatly.
The NEP was based around a tax called prodnalog, which was a tax on food. The NEP was made to revive the economy after "war communism" which was a program Lenin made during the war.
