1. Failure of Rowlett Satyagraha due to Jalianwala Bagh Massacre.

2. Failure to contain violence and incomplete training of masses in satyagrahi thoughts due to Chauri Chaura incident.

3. Destructuring of INC and failures of many movements started by INC before then.

4. Division of Congress in its Gaya Session and boycott of Non Cooperation Movement by few Moderate Leaders like Tej Bahadur Sapru, SN Banerjee etc.

5. Allowing members of Swaraj Party in INC, thus increasing the social support base of INC.

The time was ripe for Civil Disobedience Movement.
