(1) The constitution of 1791's main objective was to limit the powers of the monarch . These powers instead of being concentrated in the hands of one person would now be separated and assigned to different institutions- The legislative, The executive, and The judiciary.

(2) The constitution of 1791 vested the powers to make laws in the Assembly, which was indirectly elected. People voted for a group of electors , who will further make the assembly. Not all the people had the right to vote.

(3) Only men above 25 years of age , who paid wages equal to at least three days of a labourers wage were stated as active citizens i.e they were entitled to vote.

(4) The remaining men,women ,children and the youth below 25 years of age were classed as passive citizens.

(5) To become an elector or to be elected to the assembly, a man had to belong to the highest bracket of tax payers.
