1. Tamils felt the govt. was not sensitive about Tamil Language and culture because Shimla was declared the official language
2. Tamils felt discriminated against securing Jobs and education which were often preferentially to the Shimla speakes.
3. Tamils felt the govt.was practicing religious discrimination because the state fastered Bhuddism.Relation between Tamils and shinhales thus became strained.
