Democracy is rule of people, so people or citizens rule the country with their representatives whom they elect in a elections. If they want they can remove that representatives.

But in non democracy rule like Monarchy , Dictatorship etc.... The rule does what ever he likes . No one can defend against . People have no role in election and to remove the ruler.
