1)the constitution of 1791 vested the power to make law in the national assembly,which was indirectly elected.
2)citizen voted a group of electors, who in turn choose the assembly, however not every citizen had right to vote.
3)only men above 25 years of age who paid taxes equal to at least 3 days of labour's wages were given the status of active citizen, i.e. they were entitled to vote.
