The constitution began with declaration of rights of man and citizen. It makes France a constitutional monarchy. The powers of the king were separated and assigned to the legislative,judiciary and executive. Only men of 25 years of age who paid taxes equal to three days of labourers wages were entitled to vote. It declared the right to life, freedom of speech and opinion, equality before law as natural laws.

France becomes a constitutional monarchy with the king's power being reduced drastically by disturbing them between three institutions called the Legislative, Executive, and Judiciary.

Making laws were vested with the National Assembly, which was indirectly elected by the group of electors, who, in turn, were elected by the registered voters.

Only men above 25 years and paying a certain minimum amount of tax were allowed to vote. The remaining men and all women remained passive citizen.
