this happen because
1, dams stops the overflow of water, but if dam is at full level, the gates of dam should open and it will be treat to drown areas
2,construction of dam takes more money and lots of time, the water flow stops until the dam is fully constructed.
3,dams required large amount of area near river. so some agriculture fields will be wasted
so, now people realizing these disadvantages and thinks to reduce these damages to environment
