Vietnam was the colony of France in mid 19th century. Vietnam was under the direction rule of France. France made the Vietnamese emperor as puppet and ruled Vietnam. France was mainly imported the rice,rubber etc. To make the works easy they implemented three fold strategy.

⏩ Firstly, development of irrigation network.

⏩ Secondly, encouraging landlords and warlords.

⏩ Thirdly, encouraging the marketing of agricultural products like rice and rubber.

To export the resources from Vietnam they started developing Mekong delta as :
