The following are the three steps taken by the French to expand cultivation in the Mekong Delta:

1. The French built an extensive system of irrigation such as canals and draining lands in the Mekong Delta to increase the production of rice.  

2. The waterways and embankments were constructed with forced labor.

3. Due to all these measures, the production of rice increased dramatically and two-thirds of the total crop was shipped to the global market.
