There are many events that have led to modern democracy, limited as it right now .

1) The signing of the Unie Van Utrecht (union of Utrecht) by representatives of the 7 provinces of the Netherlands in early 1579. This laid the foundation for government by parliament rather than by monarch. Certainly that was not democracy yet, but was step on the way .It became a sort of Constitution for Dutch Republic , and brought about the institution that later became representative government.

2) The Glorious Revolution in Britain -1688-89 which made government and agreement between king and parliament. Over the next two centuries it became possible for a government, made up of members of Parliament, to take the rule over country away from the monarch. Ultimately the house of commons was made up of members who were elected.
