During the rule of Balban, law and order situation in the doab area deteriorated. In the Ganga-Yamuna Doan, roads were infested with robbers. Many Rajput rajas defied the government and established their own forts. To deal with this situation, Balban adopted the “Blood and Iron policy”.

As a result of this policy ,

military outposts were established.Rebellious villagers were destroyed.Women and children wete enslaved.Colonies of Afghan soldiers were established.

So basically this was the “ Blood and Iron policy” of Balban. These measures were adopted to safeguard roads and to keep a close watch on the rebellious Rajput rajas.
