In 1854 , the policy was given a new direction by what is known as the wood's despatch. and the author was CHARLES WOOD . The Despatch set forth a comprehensive scheme of education in India . It recommended the setting up of a network of educational institutions in the country. It made a provision for education from primary upto the university level .
