everyone has dreams so like animals and birds but you can only fulfill the dreams when you are independent and are not the slave of anyone .. similarly when a bird is caged it is under the commands of the person who has caged it ... flying is the major and most important dream of a bird and flying is its nature .. when you cage a bird its like cutting their feathers so they cant fly anymore .. in the given sentence the phrase grave of dreams means the same as the above explanation further it can also be taken in the human way ..

many countries/cities/area/people here in the world may have some lavishing dreans that can brighten their and their societies future but the only hurdle is that they cant do anything on their own they have to follow what their supervisors ask them ..
