Assume a body raised to certain height h.
Assume velocity as zero. So, K.E = 0.
It still posses a energy i.e potential energy(P.E = mgh).

when we draw a bow wih the string bow is able to store energy as the result of its position as the bow and arrow are not in motion hence they are at rest and still have potential energy due to mass of object and acceleration due to gravity mgh
Potential energy cannot be calculated in absolute terms and therefore we only talk about change in potential energy we can still use the term absolute potential energy by defining a zero reference table of potential energy
