Soap has forms micelles which absorb the dirt and oil on clothes also have hydrophobia which locks oil and clean all the dirts

When soap is added to water, it forms micelles
These micelles have a ionic hydrophillic end (which is soluble in water) and hydrophobic end (which is soluble in dust and oil but not water)
When a dirty cloth is put in the water containing soap, the hydrophillic end sticks out and hydrophobic end sticks in
The hydrophobic part is attracted towards the oily particles
When agitated the oily particles come out. Thus making the cloth clean.
Micelles are large, hence they scatter a large amount of light and thus the soap solution appears cloudy.
