oxygen and chlorine are electronegative in nature. They act as non- metals.and they combine with highly electropositive metals through ionic bonds but with non-metals like N, O, Cl it will form covalent bonds.like NO, NO2 , NCl3,etc. Also with those metals which have high ionisation enthalpy O and Cl form covalent bonds.
