The resolution passed by the congress on the rights of minorities, was the Two-Nation Theory.

The congress believed that India was a secular nation, where the rights of all people was protected irrespective of their religion.

The congress party was forced to pass the resolution against its will on the initiative of Gandhiji and Nehru.

The two-nation theory was the foundation for the separation of Pakistan from India. It stated that regions of Muslims majority, should have their own homeland, where they can practice Muslim as their national religion.

The congress was not ready to accept the two-nation theory.


It was forced to accept the partition and it is still believed that the India is a land of many races and religions and must remain so.


Therefore, they passed the resolution on the rights of minorities.


The congress wished to assure the minorities in India that it will continue to protect to the best of its ability their rights of citizen against any sort of aggression.
