Indian Constitution was set up only for two tier of government.

India follows a federal form of government which has three tiers of government.

First India was following 2 tier of government but later it adopted a third tier called Panchayat Raj in rural areas and municipality in urban areas.

It was Gandhi's dream to bring third tier of government so that the problems can be solved in local level.
