Ethene is more reactive than propene because in this methyl group is present which is acts as the electron donating group.

This electron donating groups make the ethene as the more reactive through the donating of an electron (electron gain tendancy). Here, ethene does not show hyperconjugation phenomenon. The main reason is extra carbon chain present in it and propene is more reactive towards HBr reaction because propene gives rise to more stable carbocation.
