•One historical reason was the low economic development under British administration. The British policies ruined traditional handicrafts and discouraged the industries like textile. This led to less job opportunity and low growth rate of income.
• With the spread of irrigation and green revolution, many job opportunities were created in the sector of agriculture but the effects were limited to some parts of India.
• Industries both private and government sector provided some jobs but these were not enough for all the job seekers.
• Many people started working as vendors, rickshaw pullers, domestic servants, etc. due to lack of proper jobs.
with irregular income they started living in slum areas.
• Another feature of low rate of poverty has been the large inequality of income.
