human resources is different from other resources in many senses human resources need education, training and healthcare to develop whereas land and physical capital need money and physical inputs to develop land and physical capital are useless without human resources

Answer:

human resource is very different from land and water.

land and water are given to animals it will be called a jungle, as u can see there is no mans land in border of each country and its called no mans land. but when we add human and put good use of human skills then the same empty land can be converted into a developed country although land ad water    

is important but if there is no human and not good use of human skills then that land and water is worth less(only for humans but for animals its different story)
