1) The Fundamental Rights, Directive Principles of State Policy and fundamental rights' are sections of the Constitution of India that prescribe the fundamental obligations of the states to its citizens and the duties and the rights of the citizens to the State.[note 1] These sections comprise a constitutional bill of rights for government policy-making and the behaviour and conduct of citizens. These sections are considered vital elements of the constitution, which was developed between 1947 and 1949 by the Constituent Assembly of India.

2)Direct election is a system of choosing political officeholders in which the voters directly cast ballots for the persons or political party that they desire to see elected. ... By contrast, in an indirect election, the voters elect a body which in turn elects the officeholder in question.

3)Obligatory functions include the supply of water and maintenance of waterworks, the supply of electricity, maintenance of roads. etc. Discretionary functions include construction of Public Houses, registration of marriages, construction of public parks and gardens.
