It is because static friction for a body is higher than dynamic friction. This means that a body needs to apply more force to overcome friction  to start it at once but when a body gains momentum that is acquires velocity it requires less force to make it keep on moving.This can be explained by a simple practical task. You feel it difficult to start a bicycle than to ride it after it start moving.
