- It was an act of the parliament of the UK and included the reforms recommended in the report of the Secretory of State for India, Edwin Montague and Viceroy, Lord Chelmsford.
- It marked the end of policy of benevolent despotism and began the responsible government in India. It allowed the participation of Indians in the government of India.

- It came into force in 1921.
