  • It was an act of the parliament of the UK and included the reforms recommended in the report of the Secretory of State for India, Edwin Montague and Viceroy, Lord Chelmsford.
  • It marked the end of policy of benevolent despotism and began the responsible government in India. It allowed the participation of Indians in the government of India.  
  • It is also known as Montague-Chelmsford reforms.
  • It came into force in 1921.
  • Montague-Chelmsford reforms introduced Diarchy in India, It means rule of two i.e executive councillors and popular ministers.
  • Imperial legislative council was reformed and enlarged. It became bicameral legislature for all India.
  • The size of provincial legislative assemblies were also increased.
