Rockets work on the principle of Conservation of Linear Momentum and Newtons Third Law of Motion. Every action has an equal and opposite reaction. When liquid/ gas is pushed out of the rocket, the rocket gets pushed forward. An object will always try to conserve its momentum or remain in its state of rest so when there is a force that pushes the liquid/ gas out it pushes back to maintain its state of rest.
