The relationship between Portia and Bassanio is a bit difficult to fathom.Bassanio is an enigma: Portia speaks very flatteringly of him but we see little of him other than as part of the Venetian boys-about-town who gather around the rich Antonio, really just parasites. Indeed he is already in debt to Antonio and wants to borrow considerably more to gamble on securing 'a lady richly left.' A bit of a chancer, it would appear.

Bassanio presents his courtship of Portia to Antonio as a business venture. He says that he has "disabled" his estate and is now much in debt, to Antonio most of all, with very little income. He then announces his plan to restore his fallen fortunes:
In Belmont is a lady richly left;And she is fair, and, fairer than that word,Of wondrous virtues: sometimes from her eyesI did receive fair speechless messages...
Portia is in a position to disencumber Bassanio's estate and pay off his debts immediately if he can manage to marry her.
Bassanio does speak enthusiastically of all Portia's qualities. It is a reasonable supposition that he would not have targeted a rich but unattractive and unappealing.
There are conditions of portia's father :-
1) Portia was unable to choose her own husband
2) Portia's suitors had to choose from three caskets, and agree that they would never propose to another woman if they chose wrong.
3) In choosing the casket, the suitor would either be permitted to marry Portia or asked to leave.
But Bassanio was the one who chooses correct (lead) casket. And that's how Bassanio won portia.
