Let's consider some volume of water is boiling in an utensil and as we know while boiling water the water molecules vaporizes so in this case the water molecules are vaporizing and on hitting a surface upwards they start condensing but the entire volume of water does not vaporizes in a limited time right? So while the small volumes of the water molecules are vaporizing the equal amount of water keeps condensing and the rest volume of water keeps on boiling. This is how boiling and condensation happens simultaneously.
