Lets look at some of these facts,
1.India has subjects divided between centre and state in the form of union list,state list and cuncurrent list on which they have discretion to make laws.
2.India has Rajya sabha in parliament which is the representative of state, though parliament is for whole union.
3.Every five year president of India constitutes the Finance commission to recommend on the distribution of Taxes/Income between centre and state.
4.Judges in Hight courts i.e the apex court of state are appointed by the president but on consultation of governor and governor has to recommend on the advice of Chief minister and his council of minsters.
5.India has three tier government system from 1990s i.e centre, state and panchayati raj.
6.Every state can have their own Public service commission.
Looking on these facts, we can easily conclude that their is fair amount of distribution of power between centre and state even when, there is such a diversity in religion, language and culture present in India which at a time is pride for the nation but meanwhile it can lead to catastrophe for union due to there vulnerability.

India has a polity with Distribution of powers with unitary bias.
