Explain how lumps of ice are more effective cooling than water at 273K??

Answer:

Ice at 273 K will absorb heat energy or latent heat from the medium to overcome the fusion to become water. Hence the cooling effect of ice is more than the water at same temperature because water does not absorb this extra heat from the medium.

Water at 273k has more energy as compared to ice at 273k ,since ice can easily absorb energy from surrounding in the from of latent heat to form water ,whereas water has no such privilege hence ice is more effective in cooling than water at same temperature.
