In practice, people had no choice.

There was no way the ruling party could be defeated, even if people were against it. Until 2000, every election was won by a party called PRI (Institutional Revolutionary Party).

Opposition parties never managed to win.In this way we can say that there was no democracy in the Mexico till 2000.
