Most situations in life are way too intricate to be put into rigid boxes of either black or white. Shades of grey need to be factored in to answer this question.

We need good laws. The importance of a strong constitution is undeniable. It does not take a genius to figure out that there will be a lot more murders if the punishment for it was, say, a small fine.

We need to have excellent laws but while respecting that, we also need to keep in mind that the world is filled with more than a few bad people. Laws, on their own, only discourage crimes but do not guarantee transformation. Example, I will not destroy your garden because I risk having criminal charges pressed against me but if I hate you with every fiber of my being, I’ll do it regardless of the risks.

Most people will say ‘Yeah, so we can solve that with better implementation of good LAWS’.

To them I say ‘Yeah, but how, exactly, are you going to implement them better?’

Most will go silent. Some will suggest ways like ‘setting up committees to curb corruption in the system, telling the citizens to help the officials get rid of corruption etc’

I will reply ‘My dearest sir/ ma’am, you just proved my point’

Strong laws are incredibly important. But what's more important than that? Strong implementation. And the only way to ensure better implementation is to invest in the problem directly and, as a result, get better people.
